Manj Toor

Manj Toor is the Executive Director of the John Howard Society of Victoria and brings over 20 years of experience in the social services and justice sector. His career has focused on working with individuals facing homelessness, involvement in the criminal justice system, and other complex barriers to stability and community inclusion.

Since joining the organization in 2017, Manj has helped significantly grow its programs, partnerships, and community impact. Under his leadership, the organization has expanded its supportive and transitional housing, employment and skills training, justice, outreach, and community-based services. He has also led the development of new housing and service models designed to better support people transitioning from institutions and homelessness into the community.

Manj brings a practical perspective to addressing homelessness, shaped by both frontline experience and organizational leadership. His work focuses on building partnerships across government and community, strengthening local responses, and connecting immediate supports with the broader structural changes needed to create lasting housing stability and opportunity.
