A professor of political science and international relations, Dr. Hawes joined Queen’s University in 1985, where he taught international relations and international political economy. He has held numerous distinguished visiting appointments, including as the J. William Fulbright Distinguished Professor of International and Area Studies at the University of California, Berkeley, and Visiting Research Chair at the Center on Public Diplomacy in the Annenberg School for Communication and Journalism at the University of Southern California. He has also been a visiting professor and research fellow at leading universities and research institutes in Canada, Japan, and Mexico.
Dr. Hawes holds a Ph.D. in Political Science from York University, an M.A. in International Affairs from the Paterson School at Carleton University, and an Honours B.A. in Economics and History from the University of Toronto. His research and publications focus on Canadian foreign policy, public diplomacy, international political economy, and North American relations. He is the author or editor of numerous books, including 1968 in Canada: A Year and Its Legacies (2021), Canadian Public Diplomacy (2020), and Canadian Foreign Policy in a Unipolar World (2018).
In recognition of his contributions to higher education and international engagement, Dr. Hawes has received honorary doctorates from the State University of New York at Plattsburgh and Vancouver Island University and was elected a Fellow of Massey College at the University of Toronto in 2021.
